What should I do to prep it? Its not stained, its painted with deck paint, starting to wear off. Just scrub and wash? pressure wash? is there any particular kind of solution I should wash, pressure wash or treat with?
Also is it OK to paint it while its dry and 100 degrees outside?

Sand or otherwise remove existing paint/stain.

From there, just follow the directions on the stain/paint can you get. You shouldn't have a problem with the materials due to the temperature AFAIK.

The instructions on the deck paint (solid stain) I bought had all the prepping instructions. It involved using a stripper then cleaner then finally restaining.

Don't do this, OP.

It is not necessary to strip it if you are repainting.

Only re-staining requires it to be stripped.

Power washing is not a very good idea on wood, just make sure it is clean and any loose paint is removed.

Just need the right pressure and nozzle. I live in S. Florida and do my fence a few times a year. Mine tend to last longer than my neighbors.

Most people crank up PSI and use a 0 degree to 15 degree nozzle which can even etch concrete.
