Removing the power of the govt to collect and create

Simply, the Federal govt would only be allowed to borrow and spend gold, but it would required to disperse the national debt to the States based upon the population recorded by the most recent triennial census.

What do you think about that?

The Articles of Confederation was replaced because it didn't allow the confederation govt to disperse the national debt to the States. In other words, it was too strong because of the aforementioned which paved the way for the Constitution... Rothbard pointed out that was the reason it was replaced and he's right.

The taxation was to be done through the land value of the States, which along with the postal routes and postal road creation, nationalized all of the land.

There is another limitation (although not as good of a limitation as the one mentioned above) that could be placed on the Federal govt which would be an Amendment limiting the Federal govt: 1. from establishing a mint/printing press (no monetary nationalism) or any monetary treaty (no monetary internationalism)
2. from collecting anything other than 5% of the gold leaving the national borders. Basically, in order to send out 100 oz of gold, then you'd need to give the govt 5 oz of gold. Also, it would require the govt not collect the last 5 days of each month.

The second solution is far from perfect, but I think that the powers left over would really be the maximum amount of govt power that anyone should settle for. The govt would have to frugal, and that would be a good thing.
