First, right-click on the Recycle Bin itself. And in the Global tab, check the box that says "Do not move files to the Recycle Bin" that way you won't have it filling up with space. I'd keep the Confirmation Display Dialog unchecked so that in case you hit delete by mistake, you can still back out of it.
Are you using WinXP Pro? If so, try this:
Then, go to Start--> Run--> and type GPEDIT.MSC
Scroll to User configuration\Administrative Templates\Desktop\"Remove Recycle Bin icon from Desktop" and set it to Enabled.
If you're not running WinXP Pro, this may not work, but I think there's a setting in the Registry that you can change using REGEDIT.
Also, why are you wanting to remove it from the desktop? Are you wanting a completely clean desktop? If so, you can always right-click on the desktop, go to Arrange Icons By, and uncheck Show Desktop items.
