Removing CNet Download Manager

I am trying to clean up my mom's machine. I ran spyware remover to get rid of all of the spyware. I use msconfig to turn off stupid program that add their stuff to the system tray. I remove unnecessary services. However, I notice that after all of this, cnet download manager still runs in the system tray. How do I install this thing, I can't find it in Add/Remove Program. It's not in Start menu, nor does the Spy removal program pick it up.

What is this thing any way? Does it actually accelerate download (through a better compression than the modem, etc)
