Remove the themal surface material at the bottom of Dragon Orb III or not?

Hello, guys,
I just bought 1.4G Athlon and ThermalTake Dragon Orb III a few days ago. I would like to install them tonight on ECS K7S5A motherboard.
As far as I know, there is a thermal interface material on the bottom of Dragon Orb III, do I need to remove them and put on some Artic Silver II? If so, how to do this safely? Any ideas, suggestions and experience will be appreciated!
 
take it off. some people recommend the nail stuff, but some will tell you a damp cloth will work fine.

dont try to apply it on top.

If you have some sticker remover spray little on it and wipe away(that stuff eats thrue it)

Nail polish with prob work to but you will most likely be scrubing to death with a damp ragg or whatever.
