Remotely power on and off a UPS?

I noticed that APC has for $109 a very simple device (AP9830) that will allow you to remotely power down your UPS, however I do not see a device that allows you to remotely power UP and Down a UPS and I'm wondering if anyone is aware of such a thing.

You can do that through the UPS software. You would need the computer controlling the UPS to be on a separate power source so the controlling computer was not turned off.

I don't think so, if you could, I'd figure I would have already done it. I see nothing of the sort on my SUA1000XL running the business edition of powerchute. In fact, I don't even think I can remotely turn it off, let alone turn it on.

I should have said through some ups software.
The software I use is made by HP for a HP ups and has the option to turn it on or off at preset times. There is a clock inside the ups or I can do it via the software. I thought APC had something similar. Maybe in their higher end ups.

I don't see in that description where it says that you can remotely turn on and off the UPS, it just says reboot which is completely different. I'm not saying it doesn't do that, but I fail to see that bullet point neither here nor there.

It does have a off feature. Like I said I have the UPS and the software and it has that option. I can cycle the ups or I can place it in standby which is basically turned off. In standby it doesn't do anything but wait for a command to turn on.
