Here's an example of email notifications

I understand the idea of real time monitoring is sexy and all, but sometimes not worth the hassle. 😛
If your connection goes down for what ever reason, next moment it is up you get this email. Now you KNOW you have a legit issue, As opposed to some rental customer having problems with his own device and blaming it on the connection.
It's by no means perfect, but is not too costly and lets you know automagically.
I have a remote peplink 20 that sends me emails for years now. works well.

Did you not read the note for that Netgear knowledge base?

Note : The router will not be able to send alert emails to warn you that it has become disconnected from the internet, as it depends on the internet connection to connect to your ISP's SMTP server.

So what's point setting it up?

I "think" he is talking about that single person you get that goes "my internet is down, fix it" when the actual internet connection is just fine. If his location is anything like mine, I can count on one hand the number of times the internet went down at my location in the past decade (not counting a general power outage situation).

Expecting internal computer/router alerting system to inform you that the internet is down is like expecting a alarm system to inform police that your house has been invaded after the burglar has cut off the alarm system.

It just won't work. Why is it so hard to understand?

can you read? go back and read my post. I addressed it. not perfect, does what i said it would do.
the user can then use those emails to get the isp to roll on a "spotty" connection, like the op's renter claimed he had.
