Ok... here's the deal:
I have been to help.insightbb.com, and set up Outlook *Express* exactly the way they tell you to when configuring with remote access. (Basically use port 465 for SMTP and 995 for pop, and set it to log into the SMTP server.) When I do this, everything works perfectly -- I can send and receive email just as if I were on Insightbb's network.
Why is this a problem? Because I use Outlook XP, and when I set it up with all the same settings, I can only retrieve my email. When I "Test Account Settings," everything works except the SMTP send, which errors with "Send test email message: Unable to send test Message. Please verify the E-mail address field." I have verified that all email addresses are typed correctly and that port settings are correct, but still no dice...
So anyone have any ideas? Is anyone with InsightBB or ATTBI service able to use Outlook proper (not OE, which works) to send email when not on their network?

BTW: Customer support is no help, as they only support OE, not the full blown Outlook.
