Remote Desktop Taskbar disabled

My network has a Windows server 2003 running terminal server and 4 workstations that use remote desktop on Windows XP Professional. One workstation when you login the taskbar is disabled. You can see where the start button should be, but can't click on it. The network is not on the Internet just a local network. Can anybody help with this problem?

If it's just 1 workstation it has to be something with it and not the server. Have you tried clearing the cache, if it exists?

%Userprofile%\Local Settings\Application Data\Microsoft\Terminal Server Client\cache
 
I'd also check group policy. I know there are some options to disable many things, like right clicking, the control panel, display settings etc. I'm sure theres probably something that could disable the taskbar. Additionally, GPO settings can be applied to individual users and/or computers, and just to terminal services as well. Perhaps someone clicked the wrong thing... ?
