Remote alert for power-loss

Does anyone know of a way (preferably a smart UPS + software, or something similar) that will send an alert remote via pager /cell phone (or similar com tech) when a power loss occurs? I found a couple of systems that require complicated setups and cost a couple thousand dollars, but that is out of my budget.

My Tripp-Lite SU1000XL can do that. I'm sure many other Tripp-Lite UPS's do that also. It is a feature of their Power Alert software.
