remote admin a NT server using win98?

How can I do this? I am guessing that someone makes a software package that can do it, but which is the best?

Other than that, all I can think of is pc-anywhere or one of the many telnet based admin tools.

Any help will be greatly appreciated.

The "original" VNC is at http://www.uk.research.att.com/vnc/.

There's also a series of remote administration tools (such as User Manager for Domains) from Microsoft -- possibly a much better solution than Terminal Services since you don't *need* a desktop to admin an NT machine, depending on what you're doing.
