Bush wasn't the first. Clinton courted Karimov in 1996. If you plan on criticizing a U.S. President for "looking the other way", you might as well be objective.

Oh yeah, and while we are at it, let us examine what the U.S. State Department had to say in a 1996 dispatch:

"We have been working to develop productive relations with the leaders
and societies of this region since its states became independent five
years ago. Vice President Gore heads the list of administration
officials who have visited the area since independence. This month
alone, all five foreign ministers from Central Asia visited Washington.
President Clinton received Uzbekistan President Karimov in June, and
Tajikistan Prime Minister Azimov was here in September. Aside from such
exchanges, we have developed a network of bilateral ties and programs in
the political, economic, and security areas
."

And? It just adds to a lack of respect for both parties. However, it is a bit more to President Bush since he seems to be preaching that we should do something about people like Karimov.

If we're going to support a brutal dictator, its only fair that we arm him and train his military first, just in case he becomes an enemy in the future.

Old Bill preached the same things and even authorized the use of force against a... a... *gasp* .... dictator. Psst.... Kosovo.

Additionally, If I can find the link, there is a nice little essay on a $400 million gas contract signed between an American company and Uzbekistan in 1996 after Karimov and Billy's friendly little visit together.

Kosovo was an active Genocide. Torturing or killing some is somewhat different then the attempt to kill all. Both are unacceptable behaviours, but 1 is much more so.
