MSI Afterburner and PrecisionX allow for FPS limiters and are easy to use. However, they aren't profile specific, meaning you have to change it when you switch games.
RadeonPro lets you setup a profile for specific games. When using a limiter, you will be using different limits depending on the game, so it can be to your advantage to have that control, unless you are like me and just stick with 1 game at a time.
