Relationship between memory timings and bus speeds?

I recently put together a system using a Abit KT7 Raid board. CPU was a AMD TBird 1200/100. Although the system did have some headroom for OC'g, decided to run it at spec since it was to be used by my wife for business purposes...stability is more important than absolute speed.

One area that I thought would be safe to push the envelope a little was in the memory. I used some generic 256MB DIMMs which used Micron memory chips. It was rated at 133MHz CAS 3. Due to limitations of the mobo/chipset, I set the memory to 100MHz but then set the timing to CAS 2, thinking that because I was running 133MHz rated memory at a slower speed that I could speed up the timing. However, it doesn't seem to work that way.

Although the machine would boot up fine, it was unstable and would easily crash 2 or 3 times a day. After checking through the usual list of gotcha's, finally decided to slow the memory down to CAS 3. This seems to have stabilized the system.

Does this make sense or could it be something else?
