Reinstalling Windows via USB External CD Drive (Laptop)

I have an older dell laptop that has windows 2000 on it. It does not have a cd drive built in. If I were to buy an extranal USB Cd drive, are you able to boot off those on laptops to install windows via the cd drive? It is a Dell PPO1S. Thanks!
 
Chances are the BIOS will support boot from a USB device. Dell did provide recovery CDs for that model. They had to be good for something. 🙂
