reinstalled XP, weird issues.

Yesterday I reinstalled Windows on one of my computers. The latest drivers for everything are installed. However, I'm now getting 2D artifacts (3D stuff doesn't seem to be affected).

I'll try to explain this as clearly as possible:
if I close a window, the window closes in a block-by-block fashion.
The machine also reboots iteself randomly.

If I'm on a website with, say, a black background, and then visit a site with a white blackground, I see a small black square around the mouse pointer for about 0.1s. Or if the previous site was blue, then the square around the mouse pointer would be blue.

I had none of these problems with Vista (which I was running before) or on my previous XP install.

Any clue as to what may be wrong?

The system is a Pentium III "Tualatin" 1.4, overclocked to 1.59ghz, 2.0gb RAM, and an X800XT A-I-W video card, sitting in an AGP Pro slot. (Could AGP Pro be part of the problem? I ripped this mobo out of what used to be a workstation.)

 
USB drivers can sometimes step on each other causing reboots. Try disconnecting all your USB devices.
 
The system still crashes and shows those weird 2D display "corruptions" without any USB devices attached. 3D apps aren't affected.

You know how some websites have green links which pop up an advertisement if you move the mouse over them? Last night I discovered that moving the mouse over these green links also crashes the system (reboots).
