Reinstalled Windows, now 3DMark down??

Well I'd been having big problems since installing DirectX 8, Colin Macrae 2 was the only game working and that was giving me transparent cars half the time... so decided it was just as easy to have done with it and reinstall Windows.

Now all games I have tested work great except Colin Macrae 2, which although is smooth unless I use cubic environment mapping seems to slow down every couple of second (not jerky, its as though someone is standing on the brake!). Ran 3DMark 2000 and came out with 2764 3DMarks, compared to 8000odds before reinstalling Windows! the CPU test was especially slow and jerky, and the 64MB texture test failed, neither of which happened before!

Sisoft Sandra tests show all is fine (CPU is performing as expected etc), although CPU is running quite hot (idle 48-53, full load 55C) - however, both show CPU fan at 6400 rpm when it is only rated to 4000 rpm! The fact that the system also has a drive bay fan, 2 fans on PSU and 2 case fans (one sucking in, one blowing out) which made a total of 1C difference to this leads me to think there may be some misreporting going on...

System - Athlon 1.1GHz, 512MB PC-133 RAM (2x256), Asus A7V (1005C bios), IBM 7200rpm 46.1Gb HDD and also 15.1Gb 5400rpm hard drives, ASUS E612 DVD-ROM, Toshiba SD-R1002 4x4x4x24 DVD/CD-R/W, SB Live 5.1 platinum, 64MB GeForce 2 Ultra (Detonator 6.67), Videologic Digitheatre DTS speakers, M$ Intellimouse Explorer (Optical), Win 98 SE, DirectX 7a

Any ideas?

EDIT: Oops, forgot other games tested! Giants, Blair Witch Volume 3 (didnt work at all before Windows reinstall), Need for Speed: Porsche Unleashed, Crimson Skies, Hitman. All maxed settings at 1024x768x32 (no big monitor yet 🙁)
