Reinstall Windows == no more DXVA?

It's the same windows 7 64 bit ultimate. The same Catalyst driver for the FX-4100 processor. I have the old OS on the old disk, the fresh install on the new disk.
DXVA works like a charm on the old OS, but no matter what I do, I can't get it working on the fresh install. I can have DXVA working and not working within the same minute, it just depends on the OS I boot.
I tried reinstalling an older Catalyst, various codec packs, reran WEI evaluation multiple times and still no luck.
DXVAChecker only shows the ModeH264_VLD_NoFGT entry in the old install, but not the new one. The new install mostly contains some 720p entries (ModeMPEG2xxx) and one FullHD / QuadHD unrecognized CLSID. The old install has some 4 or 5 FullHD / QuadHD entries, three of which are recognized.

Why can't I make the stupid DXVA work?
