To enable or disable the Window Defender service you can use the Start/All Programs/Accessories/Run (or hold down the Windows key on keyboard while typing "R") and type in "msconfig" to get to the config options (click the "continue" button if User Access Control prompt pops up.) Once in System Configuration go to the Startup tab and see if there is a checkmark in the Windows Defender startup item. If no checkmark there place a checkmark in it and hit the "Apply" button!
From what I gather there is no real way to totally uninstall the Windows Defender program (there may be a way nowadays not sure.)
