No, but there is a setting that can manually limit the registry size. By default it's 25% of the paged pool size, but can go as low as 4MB or as high as 80% of the paged pool size. If you didn't play with any of those settings manually or with a "tweak" program, then I dunno what it might be. The paged pool size can also be limited if you have very little physical memory. The registry limit is eliminated in XP.
