Registered Microsoft OEM system builder, WTF ?

I just come across this terminology somewhere.

My understanding is that , basically anyone can registered free with MS, build some PC using MS OS & become a OEM PC builder ?

There are actually three levels.
You get the entry level one for free..a nice title and a sticker.
The other tow require you to spend osme money to be a "top notch" system builder with a cool Microsoft Partner style logo.

All in all it is pretty lame, but if you are a small shop and want some free publicity, there you have it!
