Regional DVD compatibility

Similar to stand-alone DVD players, are laptops only able to play DVD's from the region
they are bought in, or can laptops play DVD's from all regions of the world?

Not sure if this is a software or a hardware issue, but I'm posting here.

They are the same. Only region 1 can be played in region one. There are "hacks" to get around this easily though..
 
Windows allows you to change the region of a DVD drive (something like up to 5 times). It's a software thing, hence why it's not to hard to work around. Google might turn something up.
