other than the cables, what else is important in the box? everything including the contents of the CD should be downloadable, right? At least with Newegg, sometimes you get the whole package, sometimes you don't. Things you might be missing:
Shiny and colorful box, DVI->VGA adapter(s), S-Video cables, S-Video->RCA adapters, Component Output adapters (included with some cards), manual, driver CD, any bundled software (games, DVD player software, etc.), VIVO cables (ie, for RADEON AIW cards -- you need the cable to use the VIVO features!), remote control (again, with AIW-type cards).
Usually there is no warranty on refurbs, although
some manufacturers will still give warranty coverage. Newegg gives you, I think, two weeks to return it (so you can try it out and make sure it works), and after that you're on your own with them.
It can be a good deal -- that's where I got my last video card, and it worked fine -- but it can also be a hassle if they send you a dead or flaky card and you have to ship it back.
