One review mentions thinking that these boards were made for IBuyPower. Could be.

Some people had DOAs / non-working boards. Then again, could be user error, not everyone buying mobos on Newegg is an expert PC tech.

Seems fairly cheap, for the number of PCI-E and M.2 slots onboard. Onboard video is limited, only a DVI-D port.

Could be the basis of a gaming rig. I think that the cheapest overclockable 9th-Gen Core CPU is the i5-9600K. Correct me if I'm wrong. Or just get an i5-9400F, and a GPU, and some DDR4-3200, and cal it a day.

Years of reading user reviews at places like Newegg and Amazon, I'm fairly confident many are PEBKAC errors.

That said, when there are more 1 star reviews than any other, that would give me pause on buying the item. If it was Amazon selling it, you likely would be able to return it for free, so the only loss would be the time wasted messing with it. However, when it comes to returning it to Newegg, a person would be out $15+ dollars paying for return shipping.
