Can anything be done to increase or overcome low refresh rates on a monitor? If a monitor has low refresh rates will decreasing the resolution reduce eye strain? Thanks!

Make sure you set the refresh rate to "optimal." Then you will normally get better refresh rates at lower resolutions.

As you decrease the resolution monitors are then able to display higher refresh rates. So yes, lowering the resolution can improve your refresh rate assuming you have the refresh rate set to optimal or manualy adjust it to the desired rates supported by your monitor and video card. Also make sure you have the lastest monitor and video card drivers and not the generic windows drivers. This can also affect what refresh rates you are allowed to switch between.
