Refresh Rate Problem

Just recently my monitor has started to flicker sporadically. The first incident happened while playing tony hawk 3 on my KDS VS 19inch monitor in Win98 with Det drivers 28.32. My monitor's refresh rate was set at 100mhz i believe at 1024 x 768 32bit color. I had played the game fine for hours and days before today. Not knowing what was wrong, I decided to reformat my computer and install winxp, hoping that it would solve my problem. Sadly, it did not. Is there permanent damage with my monitor now? It flickers on every refresh rate setting, but the least at 60Hz. I tried 3 different drivers hoping that it was a driver problem but it doesn't appear so anymore. I tried the 28.32 from nvidia, the "NVIDIA 28.35 XP Beta - Refresh Rate Fixed", and even an old official driver (23.11). Each one I uninstalled then reinstalled after clean reboots. What should I do to diagnose the problem to see if its truly software or hardware? Do you guys think I need a new monitor? Thanks

KDS Visual Sensation 195-e 19inch monitor. Do you think I really burnt out the monitor? Should I get it replaced through warranty?

seeing as you reformated and installed a new os and still have the problem, i bet it's the monitor..
