Refresh Rate problem in Win2k

I'm wondering if anyone knows how to use the highest refresh rate possible in Win2k when using 640x480 as your base resolution. I know you have to edie the ini file to change the other resolutions but if I try to edit the 640x480 one everything just messes up. I'm trying to play D2 but the 60hz refresh rate is totaly buggin me.
