Refresh rate on monitor resets

An odd problem: occasionally, when I power on my machine and it boots to Windows, the refresh rate on the monitor is reset to a lower setting. I normally have it at (17" Viewsonic EA771B) 1027x768@85Hz. When it does this magic reset, I think it drops to ~70Hz--that's what I would judge anyway but in display settings, it still reads 85Hz. To fix it, I have to lower the refresh and hit 'apply' and then raise it again. Everything then seems back to normal. The odd thing is that it doesn't happen after every power down and power up which I do nightly--perhaps only one out of four times. It's a minor annoyance really but a curious one.

Any thoughts?
