Refresh rate keeps reverting

I just got a new CPU, gtx 560, with windows 7

I have a dual monitor set up, my main is an acer 24'(DVI), my off monitor is a hannspree 23'(AVG). When I switched from old computer which ran vista, i didnt have a problem with my off monitor, but with my off monitor looks blurry, like its not the correct resolution(both is 1920x1080). I fixed the blurriness of my off monitor by changing the refresh rate to 59hz, but whenever i restart, open a game, close a game it reverts back to 60hz and my off monitor gets blurry again.

Drivers are up to date.

Is there a better way to fix the blurriness, or a way to keep the monitor from reverting?

I used Nvidia control panel to change the refresh rate
