Refresh rate becomes 60hz when I restart although Win says is 85hz

I just bought a Radeon 9600 pro refurbished from Newegg. My problem is that everytime I restart the computer the refresh rate becomes 60 Hz (I can "see" it) even though in the properties it says 85hz. I tried to reset the refresh rate but I even know windows says the refresh rate changed I know it is still 60hz from all the flickering I feel. I am using Catalysit 3.9 I think. I tried the latest drivers, but the video card would crash a lot (windows saying the VPU is not responding). sigh...I guess I'm going back to my trusty Geforce3. Is this a faulty video card problem or driver problems?
 
So has it ever displayed in 85hz mode? And do you have the latest drivers for your monitor? Monitor drivers commonly go back to "default monitor" when a new video card is installed.

I see the same thing with my pc?s if I boot with the monitor turned off or when the KVM is set to a different pc than the one that?s booting. The easiest solution I found is just go and change the refresh rate to 60hz and accept it then change it back to 85hz.
 
Is this a faulty video card problem or driver problems?

*Go into the "displays" tab of the advanced display properties...it should show the actual refresh rate rather than the setting (you can usually use your monitor OSD to check refresh as well)

*Uncheck use DDC and enter the max values for your display in the drop down boxes for both resolution and refresh rate. (I also enable "same as desktop" for the refresh fix)

*click "OK" for everything

If all is now well, either your monitor doesn't support DDC info (BNC cables ect) or your monitor driver (*.inf file) isn't properly installed.
