Refresh rate and system performance questions

Here's the deal, when I play CS:Source I run at 1280 by 1024 4x AA and 4x AF all in game settings on high and Vsync disabled. I'm using the latest drivers from Nvidias site 77.77, and my monitor can support 100 hz at that resolution, but in game the image tears or almost where it stutters when I turn, even though im running over 100 fps most of the time and turning on Vsync doesn't fix the problem. So i'm guessing my refresh rate is at 60 or whatever CS put it to. How do I change the refresh rate? When I run at 1280 1024 with no AA or AF the problem really isn't as noticable, so I'm wondering if its a refresh rate problem or if CS just doesn't like AA as much as I would like it to :D I was also wondering if someone could through a beginers guide to overclocking at me or just explain the basics to me :D

I'm also not sure what volts my video card and CPU should be at. And any other settings I should change in my bios to boost performance.

Another question I have is about Fraps why does it lag so bad when I record, is it because of the refresh rate not matching as well or just cus it lags for everyone?

ANY and all help will be GREATLY appreciated, I want to make sure im gettin my money out of this pc :D

System I'm running...

Refresh rate isn't your problem. You want to turn Vsync on. You may successfully force it in the driver, or you may need to do it in CS:S.

nb. might need to enable vsync in both driver and game.

recording video with fraps will result in a noticable performance hit, regardless of refresh rate.

most monitors should be able to display the current refresh rate via the buttons on the front.

Well I have tried enabling Vsync in the Nvivida CP and in game at the same time, but with Vsync enabled the FPS just drop more then they are supposed to, CS:S with Vsync is terrible and most ppl will probably vouch for that. I lose so many frames and the mouse seams to pause with it enabled lol, and yes i know you run at lower framed with Vsync on..it shouldnt be that low though.
