Reformatting XP drive--what comes first?

When I originally formatted the drive, I think the XP CD gave me choices. Now when I boot to the CD, hoping to reformat the drive (NTFS, as it is now) and then re-install XP Pro, it starts at a screen that says Windows Setup and automatically goes through what looks like a reinstallation of Windows. Finally, there is an error and it stops. When I reboot to the hard drive, it's the same as it was, with my programs and everything as if nothing had happened. This happened twice.

Should I wipe out everything on the hard drive first? How? Do I go to the C prompt and write Fdisk and hit enter? Or what? After I wipe it all out, do I reboot to the CD and start over, as with any new drive?
 
You need to press the ESC key at the point when windows install program asks whether you want to repair an existing installation or start a new install, then I would usually delete the old partition and recreate partitions and reformat using the options in the install program
