Reformatting loop

I recently installed a new MSI mobo and an AMD Athalon XP 3200+. They are both compatable and everything else in my computer is working. After a few problems getting my CD drive and Hard Drive jumpers configured, I go to boot from my windows XP CD. I format my C drive like normal and it says it will reboot. When it does, it acts like I didn't just format. It prompts me to format again. So I did. And the process keeps going..

I just want to install windows and I am stuck in this reformatting loop. Does anyone know what I can do to fix this? thank you.
 
yes, when it reboots after the first format, and prompts you to press any key to boot from cd....dont, let it go on by and it will continue to load....
