Reformatting Laptop RETARDED problem

Ok i put in the xp cd and it says that it can't detect the hard drive, which is rediculous becuase i can boot into windows JUST fine. There is nothing wrong with the HD,

Are there any manufacture locks put on this thing to prevent me from reformatting it?
