Reformatted laptop with WinXP Pro. Now when shutting down, it does not completely shut down

I have a Dell Inspiron 7000 laptop, and decided it was time to reinstall WinXP. I loaded XP, downloaded all the updates, and now when I try to shut down, it will display a screen saying "It is now safe to turn off your computer"

I never had this issue before with this laptop, and the last time I have seen this message was when using Win98 machines.

Any idea why the laptop will not power down completely?
 
Sounds like you have BIOS set to APM instead of ACPI.
I think you'll have to change BIOS to ACPI and then do a repair install of windows.
