reformat from cd

hi
i have a toshiba satelite laptop and it is in boot cycle and i can turn that off and get to the
blue screen but then cant get any further so all i want to do is reformat from the cd that came with this laptop and i cant figure out how to get the cd to run and reformat since i cant get to the desktop

i am not too computer saavy so if anyone can tell me the steps to get this computer reformated to origional settings i would love it

yay i figured it out!!!!!
i start up my computer and started pressing f2 and got into bios and changed the boot order to cd/dvd and saved it and on the next start up the recovery cd started doing its thing!!! yay!
