If "referral" is spelled as such, how come "referrer" and "referee" (in the same context) are spelled as such ? (Did I get all that right ?)

No. Referrer is correct. Referee doesn't need the extra r, because referree would look dumb.

" 3. Words that end in an accented short or modified vowel sound must have the final consonant doubled to protect that sound when you add a vowel suffix:

Quebec - Quebecker remit - remittance confer - conferring refer - referred
upset - upsetting shellac - shellacking occur - occurred concur- concurrent


Note that this doubling is not done if the accent is not on the last syllable. If the word ends in a schwa, there is no need to "protect" it.

open - opening organ - organize
focus - focused refer - referee

indeed it is my 1st language but I learned from watching tv and seeing text on paper. I don't know the rules at all so I'm asking "why".
 
Really?

I'm surprised they don't teach this stuff. It was drilled into my head.

I'm sure you can find most of the spelling rules out there. Suffixes are pretty straight forward.

For example why it is spelled "suffixes" instead of "suffixs"
