Reencoding MPEG files?

Hello,

I'm just wondering if it's possible to alter an MPEG file so that it'll play BOTH sound channels instead of just Channel 1 by default (it's a karaoke vcd file). If not is there a way to reencode the file so that it does default to BOTH channels? Thanks for any help!
