Reducing time on movie editing

I would like to have your opinion for selecting the most suitable software for my job. I am recording using a miniDV camcorder. I want then to split the footage into separate clips and save the clips in WMV formats or formats that are supported by mobile phones. The most important for me is the time for that job considering that I have to cut an 1hour film into 200 different clips and save them. I just watch the footage and separate it to clips with no need for a complex editing.

Microsoft Movie Maker 2

Very few programs can edit .WMV (not even Adobe Premiere can las I knew) and, to the best of my knowledge, the only free one is bunded with WinXP (Movie Maker 2).

Wait. What is the raw format in? Something like VirtualDub can edit .mpg and .avi files directly, and that's free.
