Reducing System Noise

I have a 1.2 GHz Athlon (look at my rig for more info) and an Enlight case. I have three fans in my machine, and I was wondering if there was any way to make my system a little quieter...say when I put it to sleep. It's pretty damn loud. When I put it to sleep the fans don't stop spinning...or so it sounds. Also, are there any good (small) CPU Monitor / Fan Monitor programs out there? Maybe that just chill out in the systray?
 
Well, I leave the sides on, I was just wondering if there was a way to shut the fans off when I set the computer to standby...cause it shouldn't be cooling the system if there's nothing going on right? Plus, I have my computer in one of those desks that have a door...so it's blocked totally by pretty thick wood. I just have good ears.
 
Its the power supply fan in these cases that produces a lot of the noise. Replace the fan or the whole power supply.
