Reducing Fan Speed

Is it possible to reduce fan speed without a fan controller? I have a Nexus 120mm case fan that is making a little too much noise. I just have it plugged to my PSU. Is it possible to somehow undervolt the fan and reduce the noise?
 
Hardware-wise, technically it is a fan controller: Zalman FanMate 2.

Software-wise: Not if you have it plugged in to your PSU... if you plug it in to a motherboard fan header then there are numerous utilities to control it... MBM5, SpeedFan, XPCTools, etc., please check compatibility.

Edit: I'm shocked Luckyboy1 didn't respond with "post your diagnosis". Noob.
 
Radio shack is ready when you are with ceramic resistors! 1 ohm for a bit slower and 2-5 for even slower speeds. Nice and neat and takes up little room. You can even run it common with several fans.
