That's not entirely out of the ordinary, at least it used to not be.

For most people 20 hours of local calls a month is plenty. We only get 500 minutes with Vonage and that's more than enough.
 
hah! I used to have vtel when I was a kid. I ran up the local usage charge every month with dial-up. It maxes out at about $35 bucks per month.
