I've been driving around town and saw 2 cars with a red square piece of paper? in their rear windshield. the red square is surrounded by a white boarder with a white number in the middle of said square. the number both times was 9. i was wondering anyone know what the square and number mean? my google skills failed me.

 
no its not a nascar number its a plain looking number a square with a normal font "9" in the middle of square.
 
It's a temporary registration tag. It's used when a license plate isn't available or some other circumstance that requires action to become a permanent registration. The reason you're seeing "9" now is because the registrations are only good for about a month, and September is the 9th month. If you're driving around in October with a "9" registration, you'll get pulled over.
