Red spikes in CPU usage?

Whenever I bring up the taskmanager (in win2k) and click on performance tab there's something weird in the CPU graph. The whole bar of CPU usage is filled up w/ red lines (instead of normal green ones) but, it reports only 6% CPU usage. And the graph on the right shows a huge red spike. It then comes down but, then there is always a red line there. I noticed this about three months ago (my comp is a year old).

I am not sure what to make of it. I checked my CPU temperature w/ various programs and BIOS and they all report it to be between 28C to 37C.

I made this comp a year ago. It's a p4 1.7 (256k cache). Tyan (via) s2266 mobo. It's not overclocked.

Any suggestions/thoughts?
