Recycling Bin Window messed

I've got a Windows 2000 Pro machine running an HTML desktop with no Web options checked. My Recycling Bin window has messed up in that the text is now Times and everything is default 12 point. Also, the actual trash is a window within a window. If anyone can help, I have a jpeg picture of the desktop with this problem. Just email me and I can sent it.
