I'm hooking up my hi-8 video camera to my vcr with rca cables...and then from the vcr to wintv tv tuner with coax antenna cable. I wish to transfer my hi-8 video clips to computer. What color format, resolution, and frames per second should I use if I am to use the video on a web page? What about for a powerpoint presentation? Thank you very much! When I finish my project, I'll post it.

I have one of these (usb version) for web content you is gonna want the lowest mb/sec ratio that gives you an accepable pic quality.
The lowest setting on wintv is 1mb/sec. Prolly to much for web content. I would capture it in, mpeg1 VCD. And convert it to mpeg4 for net and leave it as mpeg1 for powerpoint.
Tmpgenc works for something? (do a google)
I havent found any free software that will allow you to cut (edit) clips with any accuracy.
not much help from me but I did try!

currently transferring my hi 8 to mpeg 2 using wintv to go.

I use virtual dub to capture avi then I convert them to mpeg2 using Tmpgenc. However I seem to have problems with joining two mpegs together. I can cut a mpeg file using tmpgenc but if i try to join two file together the image becomes corrupted.

i have to drop the bitrate to 1500 to be able to fit 60 min of mpeg2 in a cdr.

good luck
