Recording telephone conversations

Does the beep every few seconds in the background indicate recording is in progress? Is that how they get around the "must notify both parties" rule now?

You don't always have to notify all parties. In many states it is OK to record as long as one of the parties to the conversation is aware that it is being recorded.

As to your original question, I have no idea. Seems unlikely.

No need to get hostile. It is NOT call waiting. The phone system puts the beep in there and both parties hear it. This was a conversation between two law firms.

I believe the beep lets the parties know that the call is being recorded. Most states have some restrictions on recording telephone conversations.
