Yes, but unless you have a 24-bit soundcard, the lack of a good soundcard is going to affect the quality a lot more.

I think the quality of mic is going to affect the sound more than the sound card will.
 
unless you're recording for a CD or something the quality difference won't make a huge difference. I use a 1/4 to 1/8 adaptor (or a mic usually) and the quality difference doesn't really bother me.

He never specified what kind of guitar he is hooking up. I assumed he was talking about hooking up an electric with a 1/4->1/8 jack. If he is going to record accousic guitar then both the mic and soundcard are important.

wouldnt he just be hooking the guitar directly to the machine?
 
Guitar to soundcard is not the best of all worlds. A pre-amp of some sort will allow better adjustment of "recording levels". It will work, however, just remember that most guitars are recorded using a lot of processing equipment and a raw, direct guitar tone is pretty.... wanky.
 
The 1/4 -> 1/8" conversion degrades the signal a little (not really noticeable), but the biggest factor is what pre-amp you're using. If you're using the mic-in port then you're going to get a lot of noise.
