Like I posted, they can't account for unknowns.

That's the whole point. There are so many unknowns that these 10 year projections are literally worthless as demonstrated here.

So consider me extremely skeptical when they say things like "We'll cut $1T dollars over the next 10 year with this plan."

To bring such an estimate to fruition it requires discipline and Long Term thinking. Certain unknowns are going to happen, true, such as Natural Disasters or other urgent issues that are beyond Ones' control. However, the most significant unknowns from the time of that CBO report were not such unknowns, but were the direct result of policies enacted and were within Ones' control.

Those CBO Projections would have likely been very close to correct if certain Policies had not rendered them moot.
