Recommended Parts for a Quiet Gaming Rig?

I have been out of the hardware world for awhile now and I'm currently tasked with building my brother a rig for graduation. I'd like to build it to be pretty quiet while sacrificing as little as possible in performance. I've seen some guides for such but they seem dated by this point. I'm looking at spending around $1500 but am willing to push it if it will endure longer or if a better price/performance ratio is attainable. Any suggestions and/or recs? Is watercooling terribly difficult to set up and maintain?
